India“s Trade Ministry has recommended the imposition of preliminary anti-dumping duty on imported soda ash from the United States, Japan, France, Iran and Saudi Arabia. In recently announced preliminary findings, the Indian authorities deemed that soda ash originating in or exported from these countries had been exported to India below its normal value. The domestic industry suffered financial losses due to price decreases triggered by the cheap imports. The ministry initiated action following the petition by the Alkali Manufacturers Association of India (AMAI). The resulting investigation revealed that although total imports during the annualised period of investigation had fallen to 76,350 tonnes in 1998-99 from 115,000 tonnes in 1997-98, as a percentage of share in aggregate imports of subject goods, the countries accused of dumping had improved their share to 88.5% as compared to 76% in 1997-98. Net sales for the domestic industry fell from Rs 11,938 per tonne in 1996-97 to Rs 10,067 in 1997-98 and to Rs 9,855 per tonne during the investigation period.
