Commenting on the new phase of the national emissions trading plan, Giorgio De Giovanni, director of Italian glass industry association Assovetro said, “under Plan Two, each company has lost 3% of the emissions quota compared to the already severe first draft.” Mr. Giovanni mentioned two other critical points. “The first refers to the rules regarding power generation plants, and on this point the EU commission itself has requested clarification, while the second point we are disputing in the new plan has to do with the reduction in the reserve quotas for new entrants in the manufacturing sector. And all of this with allocation criteria that are not very clear”.
