The Flat Glass Manufacturing Division“s Climate Change Committee of GANA (Glass Association of North America) has submitted comments to the California Air Resources Board in response to its public meeting held on 17 May 2010, to discuss allowance allocation and the next steps for the cap and trade programme. The comments request that modifications be made to the approach CARB is taking to cap and trade – a policy being proposed by President Barack Obama that would essentially put a price on carbon dioxide emissions by auctioning off permits to emit the gas. “We feel that CARB has a chance to take a step forward to enhance the viability of manufacturing in the state of California,” said Bill Yanek, GANA executive vice president, in the release. “A more national approach to the issue would provide many benefits and not single California out as a state in which the cost of manufacturing glass has become prohibitively expensive for our members.” GANA“s comments include several that are specific to the benchmarking of emissions intensity. “The regulations and methodology included in the current approach to cap and trade by CARB has detrimental flaws,” explained Yanek, in the release. “By working with the experts in the flat glass manufacturing industry, CARB can work to provide meaningful change using a common sense approach.”
