FEVE jointly submitted amendments to the Industrial Accelerator Act

FEVE, together with other industry associations, has jointly submitted amendments to the proposed Industrial Accelerator Act (IIA), calling for greater geographical flexibility in the designation of Industrial Manufacturing Acceleration Areas.

The Commission’s proposal requires Member States to designate at least one “Industrial Manufacturing Acceleration Area,” with the aim of creating industrial clusters and boosting production activity in sectors listed in Annex I. Member States are responsible for ensuring that these areas provide the enabling conditions for industrial activity, including financial support, accelerated permitting, available and affordable low-carbon energy, infrastructure and the requisite supply chains.

However, many strategic energy-intensive sectors under NACE C23, including the manufacture of other non-metallic minerals, are characterised by geographically dispersed production and cannot simply relocate long-established production assets.

The joint amendments therefore call on Member States to take into account the geographical distribution of existing industrial installations when designating acceleration areas and to ensure that installations located outside these areas are not excluded from the associated benefits.

The amendments also propose allowing an “umbrella agreement” covering geographically dispersed installations, providing equitable access to enabling conditions and acceleration measures across all strategic sectors listed in Annex I.
