As reported on 14 October 2009, Belarus will, according to ordinance #489, signed by the president, introduce a special import duty on fiberglass mesh on 4 February 2010. The duty will be for a period of three years, and will amount to 33.4% of the customs value. The special duty, however, will not be applied to the Customs Union and least developed countries. The Foreign Ministry of Belarus had suggested earlier introducing a three-year 33.4% special import duty on fiberglass mesh. The recommendation was provided based on a probe, the ministry said in a statement. An investigation into imports and deliveries of glass mesh was started on 29 October 2008 based on an application of OAO Polotsk-Steklovolokno, the only producer of fiberglass mesh in Belarus. In 2007, imports of fiberglass mesh tripled, also increasing considerably in 2008. Moreover, even if consumption rose 82% in 2007, domestic production increased only 48%. In the period 2005-2007, prices for domestic products were falling faster than import prices. The Belarusian producer was unable to increase its selling prices commensurably to the rise in costs, the ministry said.
