EU ETS emission allowance allocation for the glass industry in post 2012

In this article, taking into consideration the information used when allocating emission allowances, we present production processes and glassmaking technologies, with direct emissions and heat recovery in mind, benchmarking – and relative PRODCOM codes. Last, but not least, we learn about the different types of cullet used in production, and the specific quality requirements to be respected in their use.

Introduction
The glass industry can be subdivided into four subsectors:  hollow glass, flat glass, fiber glass and speciality glass. In terms of production volume, hollow glass and flat glass are by far the most important subsectors. The widest range of products can, however, be found in the category of speciality glass that also covers products such as hand made glass jewellery or optical glasses.
In order to acquire information and data on the glass sector, the Fraunhofer Institute for Systems and Innovations Research (ISI) is in contact with CPIV, the Standing Committee of the European Glass Industries. CPIV is the umbrella association for national associations and the following glass federations:
FEVE, the European Container Glass Federation
GLASS FOR EUROPE, the European Flat Glass Federation
APFE, the European Continuous Filament Glass Fibers Association
ESGA, the European Special Glass Association
EDG, the European Domestic Glass Association
In Annex I of the original and amended EU ETS Directive, Manufacture of glass including glass fiber with a melting capacity exceeding 20t per day is listed.
Information on the number of glass production installations in the EU 27 that are included in the ETS was provided by (CPIV, 2009). In terms of production volume, hollow glass and flat glass are, with production volumes of 22.4 Mt hollow glass and 10.3 Mt flat glass in 2007, by far the most important products.
